Can an LH 'flood'? 200 1989

Hi,
I've got an 89 240 with California emissions package (EGR). This morning, I started it and pulled it into the garage. About 45 minutes later, I tried to re-start it and no go. Absolutely no firing, not even a cough. Fuel pump was running, injectors were clicking, and I pulled a plug and had good spart there and it appeared that a fuel-air mist was coming out of the cylinder. So, if I had both fuel and spark, it seems like maybe the timing is off somehow so I get out the timing light to check it. While cranking to check timing, it starts to cough and eventually starts and runs rough for a little while and then smooths out. This reminded me very much of starting flooded cars with carbs when I was younger but I didn't think it was really a problem with fuel injection. Probably 2 hours had elapsed since the original problem. I'd like to know whether this was a fluke or if something else was wrong.
Any thoughts?
