What to do?... when...?(brakes) 700 1991

Well. I noticed the other day... that at the top of the brake pedal where it hooks to the rod that pushes to the booster(under the dash), there is a rubber cover with some ribs that is all soak and wet in some kind of fluid , to me seems brake fluid , in that case do I have to replace the master cylinder or the booster , if so how hard is to replace them , and is there any special way to bleed an abs system ..?
