What are the symptoms of a bad fuel pressure regulator? 200 1983

I have the familiar surging idle problem, and have replaced the air filter box thermostat, the coolant temp sensor, oxygen sensor, IAC valve, fuel injector seals, intake manifold gasket, checked vacuum hoses, replaced plugs, wires, and coil, etc. Could this be the culprit?
