544 Fuel Gauge Revisited

In January I reported on my attempt to fix my noisy speedometer and my concern that I might have gotten the wires to the fuel gauge mixed up. I just checked the wires, and they are attached correctly after all. Still, the gauge doesn't work. My sending unit is relatively new (3 yrs). I'm getting continuity from the sending unit contact to ground on a tank hold-down screw and a reading of around 7 volt there, which seems odd to me because, with the ignition on, I get no reading between the sender wire (brown) contact on the gauge and chasis ground. Where else should I test before I pull the whole cluster again to check if I might have damaged the gauge itself when I had the instrument cluster apart. Any and all pointers will be much appreciated.
