Removing Headrest Stubborn Stuck 200 1992

Hey everyone,
I've removed several headrests before but now I'm faced with a tough one. The driver side came off easily as usual, the passenger side won't budge. I've tried everything but removing the seat cover which I'd prefer not to do. The release levers seem normal. Any ideas? Thanks much!
