I realize I'm becoming rather a bore with this topic, but in my effort to find a functioning fuel gauge, I have now bench-tested three by hooking up 12 volt to the + and grounding the negative. In all three cases the needle twitched but didn't move away from empty. I assume that all three gauges are faulty -- the little spooled-wire thingies attached to the gauges' backing (I think to reduce voltage) are loose -- but before I go out hunting for more gauges, I'd like someone to tell me if my test procedure is correct or not. It's an hour's drive to the junkyard, which is still under a couple of feet of snow, albeit, melting:-)
