Help - car only starts in neutral 700 1989

Hi all
I found that car would only start in neutral. I fiddled with the neutral switch and it started in park, for a few days. Have since bought new neutral switch and installed - still will only start in neutral.
I put a multi meter on the two wires that should close the circuit when auto is in park (pink and blue ), and confirmed that cuircuit is closed in park ie resistance is zero, still will not start in park.

What else could the problem be?
