Turbo Crankcase Ventilation Question 1981 GLT 200

I'm cleaning the crankcase ventilation system on an 81 Turbo. It's our first Turbo so I'm just getting familiar with it. Connected to the breather box nipple is a two-inch long hose, then a small plastic piece similar to a flame trap housing, minus the flame trap itself. The large hose off the top of this plastic piece goes over the valve cover to the hardpipe that comes from the air sensor. The much smaller nipple of the plastic piece was capped. Should this smaller nipple be capped, or should it have hose leading to a vacuum source?
