Push brake, blow fuse 200 1989

Since yesterday the brake lights have not been working on my 240. I checked the fuse box and the fuse was blown, so I replaced it. As soon as I pressed the brake pedal to test it, it blew the fuse again. What could be causing this problem? Does a blown fuse usually indicate a short somewhere?
