Poor gas mileage? where to start? 700 1991

Hello, I've had my wagon for about a month now, and I'm consistently getting about 19 / 20 mpg. The car seems to run just fine, smooth idle, smooth ride at 75 mph. Gas mileage doesn't seem to change with city or highway driving.

This seems low to me, can anyone confirm this? And more impotantly, can anyone point me in the right direction for troubleshooting the problem?
