EGR Valve and Vacuum Hose Connections 700 1989

While replacing vacuum hoses, noted that the EGR Valve has two connection points beneath it. They're vertically oriented (there are also two horizontal connections -- off of the same vertical connections). Of the two vertical, one is white and one is black. The black one has a vacuum hose connected to it running back to a "t" at the firewall. There is nothing connected to the white one. Should there be?
