Hot wires at ignition switch go to ground

I've been tracing a short that keeps blowing my #1 fuse as soon as I turn the key to on (not start). With both neg and pos posts disconnected, I followed the grounding into the positive terminal(#29) and on to the ignition switch, where the 2 hots from the battery connect. With the connector off the ignition switch, the hots no longer go to ground. Would this mean that the switch is bad? Anyone have any tests or suggestions to help shorten my quest?
