Shift problem on starting...hard to get out of Park.... 200 1991

I have a problem with the shifter lock. I was warned by the previous owner that you had to stick your finger in the shift gate and push a lever to the left now and again to get the car out of park, even though you have your foot on the brake when starting the car.
I assume it's a solenoid problem, or a connection problem. It is a real pain...

I was wondering if anyone knows where I should start in troubleshooting this. Thanks very much in advance!
