ZF Power Steering Diagnosis. 200 1983

1983 244T ZF Rack

Bought this car and it had torn steering boots. I imagine they've been like that for a while, but I just got around to changing them now. The car has had a power steering fluid leak, but it appears like its coming from the high or low pressure hoses up by the reservoir.

Anyways, I get the old boots off and I notice there is a little bit of sludge on the rack, you can see it when the wheel is turned to the right. I go to jiggle the inner tie rod ends and the driver side one is able to wiggle. So am I right in assumign this one is done for?? That means I might as well do the other side too.

The thing I'm really concerned about is the rack. I wiped it clean, turn the steering wheel back and forth a few times, car off, its been parked for a few months, then return wheel to the right so I can see the rack. Well there is what I assume to be power steering fluid across the whole rack on the bottom edge, 1/2" wide mark.

I wanna say this is normal, but I have a feeling that the seals are shot and I need a new power steering rack. Am I right?? What are my options??? Can I reseal it somehow, or do I have to drop like 250 bucks on a rebuilt rack??? Or try my luck at finding a decent one in the junkyard, which are few and far between around here, with volvos in them anyway.
