Lower evaporator cover woes 900 1991

Before recharging my A/C with replaced parts, I decided to check the evaporator for debris and clean out the lower cover. Now getting the cover back on is another issue. I looked at the FAQ and maybe I'm not understanding something. The cover will not push back on the left side just below the evaporator. The problem appears to be at the firewall drain gasket. I don't see anything hanging it up. I need it to move back about 3/8" to get the screws holes to line up and seal the front edge of the cover.

Thanks for some much needed advice.
