Heater / AC Controls Not Responding 700 1991

I just bought my first Volvo yesterday and am working out a few kinks. Overall it looks like it may be a great car for my son in a couple years.

The controls for the heater do not work. The air does not come out anywhere very strong, even though the fan is really blowing. (verified this by removing the sensor or whatever that coil is right before the heater or AC coil under the passenger side dash.

I checked out the forum and it talked about vacum lines. I checked the firewall from the engine side and the only vacum line that I could identify came out below the coil on the passenger side and ran up to what seemed to be a filter system up by the windshield washer reservoir.

I could find nothing coming off the intake manifold and leading to the firewall for vacum lines.

I did find one abandoned line, it had been wore off and was located below the turbo charger on the exhaust side of the engine and was being held to the frame by a metal hose keeper. All that was left was about 6 inches of the hose.
