no noise from fuel pump 200

i got in my car today and it wont start. read the manual and traced it down to the fuel pump. if i jump the 5 and 7 fuses like it said i can hear the pump in the back but it still wont start. i only cranked the motor 2 or 3 times because i dont want to kill the battery. am i not cranking the motor enough. could it be a bad fuel pump relay. is there a way to test.
