Rust on oil dipstick 900

Over the last year I've notice rust forming on the oil dipstick to my '94 960 sedan. I am using synthetic oil. What should I be looking for that would cause the moisture in the crankcase. Should I lightly sand it smooth or would my efforts be treating symptoms instead of the problem that is causing the rust to form.

Thanks for any suggestions that would point me in the right direction.
