still no headlights 200

I think i have tried everything so far, and no luck. I have replaced the high beam relay, the regular headlight relay, and checked all my grounds. The regular beams do not work. I can turn them on with the switch, but the lights stay off. I can then flip my High beams on and they will stay up. What gives? Could it be the on dash light switch?
