Seat Belts won't uncoil after I unbolt them (twice this happened) 700

Twice I have taken off working seat belts (front 740) and now the belts won't uncoil. Did springs break both times I unbolted them? Is there a "reset" switch to allow it to uncoil?

I would appreciate any help.
