bilstein TC shocks FCP vs. IPD 900

I know this subject has been addressed many times, but I've never seen a price difference this great. IPD wants $69 ea for the bilstein TC strut where as FCP wants around $45. Are these indeed the same model? I know that with IPD you get complete instructions and all the free phone support you need, but man, thats almost $100 difference if I buy all four.

Any thoughts??
