Question regarding Engine temperature 900 1993

After a cold start, the engine temperature meter remains somewhere betwwen 1/4 and 1/3. Is this normal ? It comes to around centre 1/2 when I am idling in signals and then drops again to somewhere around just abouve 1/3. Please let me know. THanks.
