Turbo - high pitched whistle 700

Mitsubishi TD05 Turbo - 89 760 - 200K.

I'm experiencing a high piched whistle like sound when the turbo kicks in. It seems louder when the engine is cold. Is not as loud when warmed up, yet is still very noticeable. The sound increases upon initial boost then is not as audible as the boost is increased. The turbo; however, seems to boost fine.

What could cause this?
