overdrive engaging late...i cant figure this one out.. 200 1986

i just got done going though everthing on this car and fixing all its little issues...but i just cant seem to figure this one out. The overdrive wont engage until i get up to 55-60 mph (higher if its not warmed up) then after i've been driving 1/2 hour or so it engages around 45 like it should.. I've replaced the relay and the solenoid that were both inoperable when i bought the car..and i've flushed the tranny completely out and went through 10 new quarts in the flushing process. fluid level is up where it should be cold and hot, and i've also adjusted the kickdown cable. it is not sticking or loose. any ideas? i'm stumped... Thanks!
