How much vaccuum should my engine have 200 1988

My 88 240 is running extremely rough, almost undriveable at rpms under 2500. I thought that I had a vaccuum leak, but have been unable to find one. I hooked up a vaccuum gauge to the line that runs from the FPR to the intake manifold and the reading was about 15 and increased steadily with engine rpms. Is this reading within specs?

The AMM, IAC, and coolant temp sensor have all been replaced. All ground points cleaned and retightened. Throttle body cleaned as well. I'm not real sure what else to look at. Thanks for you help.
