Turbo model..fuel distributor is the problem!! 200 1985

Well I got the car running...I tried priming the fuel pumps a couple of times and then starting it and it cranked then died. So I figured that it was probably something to do with the fuel distributor. So i got my dad to try and start it while i barely cracked the fuel distributor plunger thing open (it was totally closed and no air was getting through)(the intake hoses are all still off and the distributor is unbolted from the airbox as well), success the car fired right up and idled perfect as long as i held the pluger barely cracked, if i lifted it more it would die. so my question is, how do i adjust the fuel distributor, is it supposed to be totally closed? or does the suction of the intake hold the pluger open when all the hoses are hooked up? The plunger doesnt seem like a little suction will pull it up, it was a bit heavy, for air to lift it up anyways. Thanks for any help brickboard.
