'93 transmission...why doesn't it shift by itself? 200 1993

On my '93, the transmission won't upshift into 3rd and 4th gear on it's own (or if it will, it revs up pretty high before it will). It shifts fine when I let off the gas though. Is this a problem? Is the transmission just geared differently than the one on my '88? Any info would be appreciated.
