AC clutch, no power. Help! 700 1990

1990 780 w/ ACC. First really hot day of the year, I turn on my A/C & get warm air. Look under the hood, A/C compressor pulley is spinning but not the center of the hub. Out comes the test light, no power to the hot lead for the clutch. The A/C light comes on & the pusher fan starts running as soon as I turn on the A/C. Is there a relay, fuse, or switch I should be looking for? Or is it likely a fault in the ACC controller? It seems to funtion correctly otherwise...
