Muffler touching body panel (pics) 900 1995

There is a slight problem with my 960, the muffler is touching the passenger side of the half-circle cutout low on the rear bumper. Bought the car in Aug/Sept of last year, didn't notice this for a while, must have been there since the previous owner.

The question is, why is the muffler doing this and how can i stop it before it melts more body panel???

I am finally getting to work on the car this summer (i share it with my sister but she leaves for college in september. I just took the pics, here they are...
