brakes 900 1996

I have a 1996 volvo 960 sedan. I just had the front brakes done after i bought it. When braking above 45mph it sould like a train, but after 45mph it stops. I have the pads, and cylinders replaced and the rotors shaved down. Anything else it could be or is it just natural?
