Hard starting 900 1993

I own a 1993 940 with 167k miles. Lately it has random difficulty starting under either of these conditions: A - there is less than quarter tank of fuel or B - It has rained and the air is damp. If I use starting fluid the car will start immediately and runs fine.

I am having trouble deciding if it is a problem with fuel delivery, or electrical (distributor cover) or some other problem.

I need some opinions or experience with this problem.
