Auxiliary air valve issue 140-160

My '72 164E is idling erratically. Sometimes it will idle normally, but other times it seems to idle at around 200 rpm.
Today I was fiddling around under the hood a bit and I noticed that the hose connecting the auxiliary air valve to the intake manifold had collapsed. If the car is not running it returns to it's normal shape.
My assumption is that the thing is stuck shut. How likely is it that I need a new one, and if so how much do they usually cost?
