940 Needs to blow colder 900

How come my A/C won't blow very cold when it is over 90 degrees or in stop and go traffic?

The condensor is clean, the radiator is clean. The evaporator has been replaced, the condensor replaced, it has a variable orifice valve, the receiver drier has been replaced. It has R134 and the compressor does not cycle on and off as if it were low. What is going on?
