How do you get the front bumper cover off of a '94 940?

On my friend's car, both sides of the bumper cover (where it wraps around onto the front fenders) are loose and sagging. Prying back on the cover, I can see that there appears to be some sort of bracket that has become separated from the cover. I think the only way to repair it would be to take the cover off completely, make the repairs, and then reinstall the cover.

It wasn't obvious to me how to get the bumper cover off, without breaking things. So any advice would be great. Thanks!
