Diagnostic port (Red LED) on EZ-116K Ignition system will not light up. What is the problem? 200 1992

Hello all: I have a 1992 240 Sedan. B230F Engine. 3 speed Autom. Transm. w/overdrive. 122,000. miles

This car has the EZ-116K ignition system on it (standard one with the car), and the standard Bosch LH 2.4 Fuel Injection system (standard with the car).

Here is my problem.

When I attempt to use the EZ-116K "on-board" diagnostic unit, I cannot get it to "fire-up" so to speak.

Initially, you insert the code lead into socket 6, turn the ignition to "on", and depress the test button for at least 1 second, but less than 3 seconds.

What should happen at this point is that the red LED should flash

It does not.

QUESTION #1: Is this diagnostic "port" faulty? Gone bad?

QUESTION #2: How do I check if I have a bad "port"?

QUESTION #3: What else could be causing this "port" unit to be bad? How do I check it?

Any help would be appreciated.....Thanks, Mr. Tool...
