Clicking/Rusting 240 200

I have an 86 240DL that runs well. However, there are two issues that I need to resolve:

1. There is a non-stop clicking sound that resembles that of the turning signal, but the only time it clicks with any predictable rhythm is when the turn signal is on. Immediately after completing a turn (at which point the turn signal is off), the out-of-control clicking returns. Has anyone else experienced this?

2. Rust / Rusted floorboard. Any recommendations for a low cost and reliable auto body option in the New Haven (CT) area?
