195/65 tires on 4.5' wide wheels 120-130

Hi.

Previous info: My rojo has 4.5" wide wheels (the later ones, originally with black center hubcap). I'm usuing 165/15 tires (for volkswagen beetle). I believe 185/15 is the max size on 4" wheels. I don't have similar info for 4.5" wheels

The question is: żIs safe to use 195/65 tires on 4.5" wheels?. 195 is more available here than 165 tires.
