Lingering Questions about buying a Volvo 240 or 740... 200

I'm a poor college student who's tired of his currents car's reliability issues. All told I'll have about $3000ish to spend on another car (I'll be keeping a good amount of money for repairs and such) and I've been thinking lately about getting a Volvo 240. I read up on them and also read as many threads as I could find on the model. I still have a few lingering questions about them. Assume I'm looking for a 240 Sedan or Wagon of undertermined year.

-What kind of mileage do these get?

-I like a little vroom but my main concern is reliability. Should I go for Turbo? Are the NA Volvo's of these models too underpowered?

-How is the handling? Is it possible to upgrade it to make it nimbler? What about cheap performance upgrades, do they exist for this model?

-Where specifically should I look on these cars for rust forming? Spare tire area? Under floormats? Anywhere else?

-What's a reasonable price for a fairly clean/mechanically good 240 with less than 200k?

-How expensive are parts?

-I love the RWD but how are these things in snow? Am I going to need snow tires? I live in Ohio and it doesn't snow much but we've had some pretty heavy winters in the past.

Any answers or other helpful tips about these cars would be greatly appreciated. I especially need just general recommendations on whether it'd be a good car for me. I'm a 20 year old college student who doesn't do his own mechanic work and who doesn't make very much a year for repairs.
