Rough idling 81 240 200

I own n '81 240 sedan. I did a tune up consisting of plug, wires, cap & rotor. It still idles rough at stop lights and gets about 14 to 16 mpg. This milage seems very low for a four cylinder. Does anybody have any sudgestions.
