Ideas for CO & CO2 emissions test? 900

I know it's not a Ford list, but ya'll have the most knowledge of any online auto list I've ever seen, so I thought I'd ask. This is for my son's car... a Ford Contour.

What things need to be done to pass the state emissions test? The car has failed just barely twice, for excessive CO and CO2 emissions.

Clean the flame trap?
Check for leaks in any vacuum hoses?
Add fuel injection cleaner to the gas?
Drive it 100 miles on the highway?

Any tips much appreciated...
