tut tut noise when braking or turning. 900 1995

Hi .. I have a 95 960 sedan..that started making tut tut kind of noise soemtimes when i apply brakes or make a trun.. This started happening only recently (after i got wheel balancing done)..the struts are fairly new (just a year old , with < 12000 miles on them , at the time control arm bushings were also replaced)..i took it to the volvo mecahnic who installed the struts. they are saying struts look fine..but some other mecahnic said it is the struts..do i need to replace the struts again...any ideas? thank s in advance.
