need some quick help RE: timing 88 740 TIC 700

Just got my 88 740 tic out of the shop (oil pump,timing belt, head gasket, harmonic balancer etc) woke up this morning to head to tim hortons, engine cranked real fast no start.

grabbed the 88 NA 740 and got my coffee, noted dist not spinning, pulled off upper cover, noted that cam gear was loose and spinning freely.... pulled off, pin in cam gear to cam is sheared...

Drilled out guts of broken one, reattatched with a welded piece of drill bit. re-installed.

Problem:

Don't want to tear off all the bottom end stuff to check timing (timing is way off) can i just use timing markson harmonic balancer to time? if so, what would reference be? 0 degrees? i can see intermediate shaft and cam marks, but not on crank. any advice to save me from this being an all day project?
