my strut towers seem to have side to side play 200 1989

Brickboard,

I recently packed the front wheel bearings on my 1989 Volvo 240DL. When I was tightening the wheel bearing nut I noticed some slight side to side play that was coming from somewhere around the top of the spring/strut tower. I could see the springs themselves twist slightly as I rocked the wheel from side to side. (Everything was tight in the up and down direction.)

(As a side note, I recently had a new set of Boge Turbo Gas struts installed on the car.)

I made sure the 3 nuts that are exposed under the hood at the top of the shock towers were tight. I even put a couple of washers under each to insure the threads were not bottomed out.

Do any of you know what my problem is? Should I be concerned about driving the car (It drives fine.)? What fixes are there?

Please advise. Thank you.
