car surges from a little above idle to about 60mph 900 1994

i had a problem a month ago where my car would just quite on me. i changed the power stage, rpm sensor, fi relay and radio interference relay, as well as the idle air control valve. the idle was set to spec as posted in faq's. i dont know where to start. could the timing been thrown off by the belt jumping a tooth when the car would start and sputter like mad till i would shut it off? the car will not accelerate past 90mph as well. it seems to hit a brick wall. the car previous to chaning out the above items would well exceed 100 mph, with no problems. im going to change the air filter and leave it at that. any further advice is sorely needed.
