White stuff on spark plug electrodes 200

Pulled the plugs from the '80 yesterday and I noticed that 1, 2 & 3 look normal but #4 has a white substance on the electrodes. It's not crusty or built up. It just has a white finish. The pics I have of plug conditions don't really have an example that matches this. The plug looks okay otherwise. So what is this white stuff?
