Crappy gas mileage 700 1989

My 89 740 is getting 18 mpg in the city right now where I used to get in the low to mid 20s. Until a few weeks ago I had the OBD codes 131,133,232. I replaced the RPM sensor and cleared the codes, and they didn't come back, however, I think the codes may be an indication that something is wrong. Anyone have any ideas?
