overdrive question 200 1989

I have a 1989 240 DL with about 47000 miles on it. Lately, sometimes when I start the car the overdrive is off and no matter how many times I push the button, it won't turn on. Then, sometimes when I start the car it is on. Would this most likely be the relay, or the button on the shifter?
