could this be anything besides voltage regulator? 200 1986

My 240, after driving for about an hour, will suddenly have huge voltage spikes. the volt gauge will peg, lights get really bright, etc. The spikes last about 1-5 seconds, then the car settles down for a bit before doing it again. I'm guessing this could only be the voltage regulator (which is only a year old...grrr), but if there are any other possibilities, I'd love to hear it. thanks,
