'90 240DL Ignition Wires 200

Wondering if this is a sign of needing new spark plug wires - I don't know when they were last changed...

If you move your finger within half an inch of the wire running from the ignition to the distributor, you get a nice (painful) little shock. I moved the wire close to a piece of metal under the hood and you can visibly see a spark jump from the wire to metal. Should this be happening? I think it's time for a new wireset - agree?
