stiil no start 1987 240 DL 5 speed

We have ascertained that there is plenty of spark, removed the 25 amp fuse , replaced the fuel pump relay - still no go. We jumped fuse 4&6 and with the ignition off have an audible click @ fuel pump but no whirring sound. Still no start when cranked. Is the fuel pump shot?
